Time picker does not work properly

Description

The time pickers in 'Views' and 'Event logs' do not work properly.
On IE, whenever the listbox is clicked, it duplicates another listbox at the bottom of the page.
On FF, the listbox is frozen when the user clicks on the input field instead of the listbox.

The problem is fixed, the time picker does no longer causes visual bugs.
